Sir,

Government House Hongkong, March 18th 1842

I regret to be obliged to forward to you two written Complaints amongst a variety that have reached me, setting forth the riotous and violent Conduct of Parties of seamen and Soldiers on this Island; and I earnestly beg that you will be so good as to consider the best means to put an effectual stop to these unmilitary and most disreputable outrages.

The night before last, on my arrival from Macao, I landed at 9P.M.
